It came during a discussion about mxinsite.com not working perfectly in netscape 4.7. I argue that we need to leave it this way because if everyone makes it so that this old browser is still usable, people will still use it (as I've mentioned before). Although the banner has yet to be included in our regular banner rotation, I think it's a message that needs to be heard.
